Glenwood Springs Municipal Building
Glenwood Springs, COGlenwood Springs' goal for this facility was the creation of a new City Hall housing ten departments, some with complex programmatic requirements. In a design/build competition, OZ Architecture was awarded the design commission and our team was charged with delivering an efficient building, meeting program demands and creating a welcoming civic presence for the community all within the city's stated budget. The design process had the additional challenge of meeting the requirements of the established design guidelines of the Downtown and Historic District, and OZ/Etkin-Skanska achieved all of the city's goals through a multi-step process. OZ first developed a space program for each city department, where every space was analyzed for efficiency to ensure that redundant program items could be eliminated or combined. Understanding budget constraints, the approach to design revolved around delivering a simplified floor plan to obtain structural and construction efficiencies, and the final space plan capitalized on shared conference facilities organized off a common circulation spine. OZ then developed a hierarchy of material placement - highest quality materials, such as brick and local sandstone, were located where they would be most appreciated by the public. Our design also included a new civic plaza joining the new City Hall, County Detention Facility and County Courthouse. With all the design elements and landscaping complete, the new Glenwood Springs City Hall will successfully stand as a civic anchor in the downtown area for decades to come.
